Research shows that experiences in the earliest years of life play a critical role in a child’s ability to grow up healthy and ready to learn. When early experiences fail to support infants or toddlers, their ability to learn, grow, and succeed is compromised. Unfortunately, the needs of infants and toddlers are seldom sufficiently addressed in public policy. That’s why the ZERO TO THREE Policy Center exists. The Policy Center is a research-based, non-partisan program that brings the voice of babies and toddlers to public policy.

Federal Policy Learn how the needs of infants, toddlers and their families can be met through legislation and other policies being considered by the Congress or the Administration.
State and Community Policy Learn how states and communities are creating comprehensive systems of services for infants, toddlers and their families. Find information and resources that states and communities can use to develop policies and build effective service systems. Discover ZERO TO THREE's state and local projects, including the National Infant and Toddler Child Care Initiative, the Creating Connections for Babies, and Court Teams for Maltreated Infants and Toddlers.
