ZERO TO THREE Welcomes Two New Board Members

Washington, DC — ZERO TO THREE, the country’s leading nonprofit working to ensure all babies and toddlers have a strong start in life, announced today that Philip Fisher, Ph.D., and Andrew Garner, M.D., Ph.D., have joined its Board of Directors. 

“The Board is eager to welcome Philip and Andrew, who bring decades of expertise and experience to their roles,” said Walter Gilliam, Ph.D., president of ZERO TO THREE’s Board of Directors. “They have long and impressive track records of influencing national policies and improving outcomes for young children. Their leadership and innovative approaches will help us continue to drive positive change for infants, toddlers and their families.” 

Philip Fisher, Ph.D., is the Diana Chen Professor of Early Childhood Learning at the Graduate School of Education at Stanford University, and the Director of the Stanford Center on Early Childhood. His work focuses on accelerating the pace and accessibility of early childhood research, advancing early childhood community solutions, developing and supporting the next generation of early childhood professionals, and catalyzing interdisciplinary science and measurement. Dr. Fisher is the lead investigator in the ongoing RAPID-EC project, a national survey platform focused on the well-being of households with young children during the COVID-19 pandemic.

“I am thrilled to join the Board of Directors at ZERO TO THREE and collaborate with dedicated leaders in early childhood development,” said Dr. Fisher. “Leveraging collaborative research and innovative strategies will equip us to better support families and communities, ensuring every child has the opportunity for a strong start in life.”

Andrew Garner, M.D., Ph.D., a Clinical Professor of Pediatrics at the Case Western Reserve University School of Medicine, Cleveland, OH, and a primary care pediatrician with the Partners in Pediatrics practice of the University Hospitals Rainbow Care Network. An expert on early brain and child development, Dr. Garner’s work focuses on both the adverse and affiliative experiences in infancy and childhood that influence early brain development and function.  

“The early years are foundational, setting the stage for positive outcomes in health, education and economic productivity,” said Dr. Garner. “I look forward to contributing to ZERO TO THREE’s ongoing efforts to equip communities—especially families, practitioners and policymakers—with a clear understanding of the social, emotional and cognitive skills that are critical for healthy development in childhood and beyond.” 

“Philip and Andrew are extraordinary leaders who are dedicated to strengthening opportunities and resources for our country’s infants and toddlers,” said Matthew Melmed, executive director of ZERO TO THREE. “Their deep understanding of early childhood development will help us address pressing issues and expand our reach. Their research is invaluable to our mission and I look forward to collaborating toward lasting impact for children, families and communities.”
